The Inter Board Committee of Chairmen (IBCC) was established in 1972 under a Resolution of the Ministry of Education to exchange information among member Boards, coordinate activities of the Boards, achieve a fair measure of uniformity of academic, evaluation, and curricular standards, and to promote curricular and co-curricular activities on Inter Board basis.

It provides a forum for discussion and consultation for the chief executives of the Boards and provincial Curriculum Bureaus on matters relating to the development and promotion of Intermediate and Secondary Education and also Technical Education by making suitable recommendations to the Government. Besides, coordination of educational activities like curriculum, testing, evaluation, examinations, educational planning, and administration are also considered by this forum.

The Federal Ministry of Education, Government of Pakistan has authorized IBCC to attest certificates/diplomas at Secondary and Higher Secondary / Intermediate levels, awarded by all Boards of Intermediate and Secondary Education and Boards of Technical Education in Pakistan and other such Boards at Secondary and Higher Secondary levels.

Rules of Attestation

  1. Application Form (1-Page) may be obtained from Window/Reception which is available free of cost (attached). The application Form can also be downloaded from the Site of IBCC (www.ibcc.edu.pk). Please ensure to fill in all the columns. In case any column(s) is left blank, IBCC may not be able to process the case.
  2. All the SSCs, HSSCs, Diplomas, Shahadat-ul-Saanviat-ul-Aama, Shahadat-ul-Saanviat-ul-Khasa, Marks Sheets, School Leaving Certificates, etc. should be verified by the issuing authority/Board of Intermediate and Secondary Education/Board of Technical Education concerned before submitting it to IBCC for attestation. IBCC will attest only to those certificates which have been verified by the respective issuing authority.
  3. Only the certificates of those Private Schools/Colleges/institutions will be attested which are either affiliated with a Board of Intermediate and Secondary Education, Board of Technical Education, or registered with the Directorate of Education. The applicant will get the document verified from the respective BISE, BTE, Directorate of Education, etc. before depositing the same with IBCC. He will provide proof of such Affiliation or Registration e.g. copy of the Affiliation/Registration Certificate/letter etc.
  4. If the certificate is found genuine, is okay in all respects, and meets the requirements of the Rules of IBCC, BISE, BTE, Government, respective institution(s), etc. it will be attested and delivered on the next working day of the date of deposit.
  5. In case of need, clarification, doubt or any fact/particular/thing about the certificate is not clear it will be attested after verification and meeting the requirements.
  6. If any certificate submitted to IBCC is found fake/bogus after verification by the IBCC, it will be forfeited and will not be returned to the applicant and necessary action under the Rules of IBCC will be taken against the applicant/holder of the certificate.
  7. Attestation of Original Certificate(s) is compulsory.
  8. A photocopy of the certificate will be attested after the attestation of the original.

Applicants from the provinces of Baluchistan, NWFP, Punjab, and Sindh will submit their certificates for attestation to the Regional Offices of IBCC located at all Provincial Headquarters i.e. Quetta, Peshawar, Lahore, and Karachi.   1. Certificates for attestation will be accepted from the holder of the certificate, parents, brothers, and sisters only.
  2. Attested Certificates will be delivered to the holder of the certificate, parents, brothers, and sisters only.
  3. Please remove the plastic coating before depositing the certificate. Certificates with the plastic coating will not be accepted.
  4. Please obtain a Challan Form from the Window Office for depositing fees in a Bank. It is free of cost.
  5. A fee of Rs.200/- will be charged for the attestation of each original certificate /document.
  6. A fee of Rs.100/- will be charged for attestation of each copy of the original certificate/document.
  7. The fee deposited in the Bank is non-refundable.
  8. The time for furnishing Application Forms is from 0815 hrs to 1500 hrs on all working days except Fridays. On Fridays, it is from 0815 hrs to 1100 hrs.
  9. Delivery Time (next day after the day of deposit) on all working days except Fridays from 0815 hrs to 1500 hrs. On Fridays, delivery time is from 0815 to 1100 hrs.
  10. Visiting Hours from 1100 hrs to 1200 hrs on all working days except Fridays. On Fridays, visiting hours are from 1030 hrs to 1130 hrs.
  11. For further details, students/applicants may visit their respective IBCC window staff. They will provide every possible help to the applicant(s).
  12. Rules of IBCC for Attestation of SSCs, HSSCs, Diplomas, Marks Sheets, etc. will be inserted on the page of IBCC for information of the general public and also be depicted at a prominent place outside the premises of all the five offices of IBCC.
  13. All employees will observe break as per Govt.
